强国知识产权论坛表彰名单

Research project for Chinese intellectual property service capability was established by the Power-nation platform, the researchers investigated law firms, agencies and lawyers, verified the cases published by the Supreme Court, Beijing Intellectual Property Court,Shanghai Intellectual Property Court, Guangdong Intellectual Property Court and the State Intellectual Property Office over the years. Based on the materials provided by law firms, agencies and lawyers, according to the standards of intellectual property service capacity,they finally formed a preliminary list.

强国平台设立的知识产权服务能力研究项目，经研究人员全面查找律所、代理所及律师信息，查实最高院、北京知识产权法院（上海知识产权法院及广东知识产权法院）、国知局公布的历年十大案例，依据律所、代理所、律师提供的材料，按照知识产权服务能力标准进行了排序，形成了初步名单。

The video review meeting was held on November 28. After full discussion and questioning, the participating experts reviewed and evaluated the project according to law and regulations, and determined the top 25 Chinese local intellectual property law firms, top 10 overseas intellectual property law firms, top 20 Patent agencies, top intellectual property barristers, top 10 patent lawyers, top 10 trademark lawyers and top 10 Internet lawyers,top 10 internet (copyright) lawyers and TOP10 antitrust lawyers, as following.　　

于11月28日召开视频评审会，与会专家经过充分讨论，并质询，依法依规审核评估了项目，确定了2021年TOP 25家中国本土知识产权律所、TOP10家海外知识产权律所、TOP20家专利代理机构，TOP 9名知识产权大律师、TOP10名专利律师、TOP10名商标律师、TOP10互联网(版权)律师、TOP10反垄断律师名单。

Top 25 China IP Domestic Law Firm

Top 25中国本土知识产权律所

Ranking description/表单说明：

The candidates for this ranking are selected from the top 100 domestic law firms and some excellent professional law firms.

此排名候选者选取于国内律所百强，及部分专业律所。

After expert discussion, there are two main indicators of service capacity: the reference indicator is qualified partner; The core indicator is qualified intellectual property partners. Then the feedback from Power-nation experts and Party A's mentor group shall be used as the basis for the ranking of service capability of intellectual property law firms.经专家讨论，服务能力主要有两个指标：参考指标为有效合伙人；核心指标为有效的知识产权合伙人。按照知识产权有效合伙人的数量进行初步排名，再经强国专家及甲方导师团的反馈，作为知识产权律所服务能力排名的依据。

During the investigation, we found that DHH law firm, Jingshi law firm and Yingke Law firm are being required to rectify.There are also King & Wood Mallesons law firm and Weiheng law firm，which have considerable capability in Intellectual Property Litigation.For various reasons it was not selected into the list.

在调查研究的过程中，我们发现德和衡律师事务所、京师律师事务所、盈科律师事务所等将发生大的变化。金杜律师事务所、炜衡律师事务所等在知识产权诉讼业务方面具有相当的实力。但因为种种原因没有选入名单。

In addition, in the process of investigation and research, we found that many comprehensive law firms began to develop intellectual property business. They relied on huge customer resources and provided more professional intellectual property lawyer services, with a quarterly growth rate of more than 4 times. Accordingly, we give special attention here as belowing:

另外，我们发现多家综合性律所开始发展知识产权业务，他们依赖庞大的客户资源，提供了较为专业的知识产权律师服务，季度增长率超过通常的4倍以上。据此，我们在这里给予特别指出。

Top 10 China IP Oversea Law Firm

Ranking description/表单说明：

The candidates for this ranking are those with intellectual property activities in China. The premise for selection is that they have strong service ability in the host country and enter the top 20 in the professional field.

此排名候选机构选取于在国内有知识产权活动的单位，入选前提是在所在国服务能力较强，进入专业领域的前20名以上。

The ranking mainly considers the ability and experience of serving Chinese enterprises. There are two specific indicators: first, partners serving Chinese customers; Second, intellectual property partners serving Chinese customers. On this basis, it is determined after the feedback of the expert group (or Party A) of  Power-nation.

排名主要考虑的是为中国企业服务的能力与经验，具体有二个指标：一是为中国客户服务的合伙人；二是为中国客户服务的知识产权合伙人。在此基础上，经过强国专家团及强国导师团的反馈后，加以确定。

Ranking description/表单说明：

The candidates for this ranking are selected from the top 100 domestic patent agencies.

此排名的候选单位选取于国内专利申请100强。

The ranking mainly considers the ability and experience of patent agency and litigation. There are two specific indicators: first, the number of qualified patent agents and partners; Second, the number of qualified intellectual property partners other than patents.

排名主要有二个指标：一是合格的专利合伙人的数量；二是专利之外的其他合格的知识产权合伙人的数量。

It should be noted that some agencies, such as Pinyuan Intellectual Property Agency Co., Ltd., Chengchuang Tongwei Intellectual Property Agency Co., Ltd., Sangao Yongxin Intellectual Property Agency Co., Ltd.  we did not find public information to be confirmed, so they were excluded.

需要说明的是，部分公司如北京品源知识产权代理有限公司、北京成创同维知识产权代理有限公司、北京三高永信知识产权代理有限公司，没有找到公开的资料进行确认，故被排除在外。

The annual research of lawyers mainly considers four aspects: their professional service level, professional quality, industry influence and business performance. There are certain indicators and procedures to support the measurement of these four.

年度律师的观察，主要指标为专业服务水平、职业素质、行业影响力及经营业绩等四个方面。衡量这四者，有具体指标和严格程序支持。

First, to set up a project and conduct preliminary research, we must master the overall situation and hot spots of patent services in that year; Second, put forward preliminary candidates on this basis, and then discuss and improve with experts in the field; Third, discuss and confirm with the research object and obtain more accurate materials; The fourth is to synthesize and finally form a list, which will be put forward by the expert group (or Party A) of  Power-nation; Fifth, after obtaining a large number of opinions, form the final research results.

一是设立项目，进行前期研究，必须掌握领域宏观服务水平及当年工作热点；二是在此基础上提出初步候选人，再与行业内专家进行交流完善；三是与研究对象进行沟通和确认，并获得更准确的材料；四是进行综合汇总，最后形成名单，由强国专家团和甲方导师团提出意见；五是在尽可能多征求意见后，形成最后研究成果进行发布。
